Overview
The Finance Department  is responsible for:
  • Accounting - maintaining a governmental accounting system that accurately presents the financial operations of the City and in accordance with statutory requirements and city policy  
  • Budget – provides revenue and expense estimates, tax rate calculations, and other information to prepare the annual operating and capital project budgets; publishes documents and required notices; and monitors and reports on budget compliance
  • Treasury and Debt management – manages banking contracts, manages city investments in compliance with the Public Funds Investment Act, cash management, administers the purchase card program, coordinates with financial advisors and provides information for debt issuances  
  • Accounts payable – ensures timely payment to vendors doing business with the City
  • Municipal court – assists customers in resolving municipal citations and provides administrative and clerical support for court proceedings to provide fair and impartial justice
  • Utility billing – assists residents with establishing, transferring, and terminating utility services.  Provides monthly billing and payment processing for all utility accounts
Achievements
The Distinguished Budget Presentation Award is presented by Government Finance Officers Association.  In order to receive the award the City must publish a budget document that meets program criteria such as a policy document, as an operations guide, a financial plan, and as a communications device.  The City of Saginaw has received the award for the Annual Operating Budget document for each fiscal year since 1988.
The Certificate of Achievement for Excellence in Financial Reporting is presented by the Government Finance Officers Association to recognize annual financial reports that go beyond the minimum requirements of generally accepted accounting principles to prepare annual comprehensive financial reports that evidence the spirit of transparency and full disclosure.  The City of Saginaw has received the award for financial reporting for each fiscal year since 1990.
